What it does for you

Approve fires the deferred execute on the next 5-min approval-queue tick.A held action waits here with its proposal. Approve, and the deferred execute runs on the next tick of the 5-minute approval poll; deny, and the queue writes a rejected outcome for it. A manager run whose step is held or low-confidence routes that step here and pauses until you decide.
